The button is shown in a fixed position, being always visible to the user, regardless of scrollbar position.

A special backend page is available for customizing plugin behavior.

Installation:

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
